Roseville Electric
Roseville runs its own city-owned electric utility with its own rate structure and its own interconnection desk. We file there, not with PG&E.
PG&E poles and wires
Outside Roseville, PG&E owns the lines and handles interconnection, and its rates are the ones most foothill bills are measured against.
Pioneer Community Energy
Pioneer buys the power for much of Placer County at about a half cent per kWh under PG&E generation, while PG&E still delivers it and reads the meter.

Placer & El Dorado incentives
The strongest program up here is SGIP, the state storage incentive. In designated high fire-risk areas, which cover much of Loomis, Auburn and El Dorado Hills, SGIP has funded up to 80 to 100 percent of battery cost for qualifying homes. Pioneer Community Energy customers also see generation priced about a half cent per kWh below PG&E, and Roseville Electric customers work under the city utility’s own solar terms. Nationally, the 30% credit for purchased home solar ended December 31, 2025, while some third-party-owned lease and PPA programs can still apply a federal credit through 2027.
SGIP tiers, fire-zone maps and utility terms all move, and funding rounds close when the money is gone. Qualifying depends on your address, your provider and your household, so let us pull your specifics before you count on a number.

I am in Roseville. Is the process different?
Yes. Roseville Electric owns the utility side, so the application, the inspection sequence and the rate you are credited under are the city’s, not PG&E’s. We handle that filing.
What is Pioneer Community Energy on my bill?
Pioneer buys your electricity, PG&E still delivers it. Pioneer generation runs about a half cent per kWh under PG&E, and your solar interconnection still goes through PG&E.
Does my house qualify for fire-zone battery funding?
It depends on the state fire-risk map and the program tier. Loomis, Auburn and El Dorado Hills have large qualifying areas, and we look up your parcel before we talk numbers.
Will panels work on a shaded foothill lot?
Sometimes yes, sometimes only on part of the roof. We measure the shade year-round and will tell you plainly if a ground mount or a smaller array makes more sense.
